First, a new customer should ask whether the ISP is legally licensed with the Afghanistan Investment Support Agency (AISA) and with the Afghan Telecom Regulatory Authority (ATRA). Without these two basic licenses -the ISP status in Afghanistan may be faked to make a fast dollar.

Lastly, one must make sure the company is providing the real bandwidth being quoted. All ISPs must be able to provide MRTG data usage graphs showing the real usage. Without this one will never know whether it is a 1:1 dedicated connection or a shared 20:1 or 40:1.
